#2 ON TIMER doesn't seem to ever happen

ON TIMER should work like SIGALRM. Every interval it should call the requested subroutine, regardless of what else is happening. It doesn’t appear to be doing this. Maybe it just waits indefinitely.

This needs review.

This may also need to be implemented in platform specific ways.
